This report describes state-level, cross-sector efforts in North Carolina to align around a common vision, set of strategies, and measures for the birth-through-age-8 continuum. This document describes the phases of work undertaken by a partnership of hundreds of diverse leaders — working across sectors, geography and the political aisle — with the goal of building a comprehensive early childhood system for North Carolina and improving outcomes for young children.
