P-3 as State-Level Reform in California

More than two years ago, with philanthropic support, the California Department of Education (CDE) engaged the National P-3 Center both to build the understanding of P-3 approaches among leaders and staff within the CDE and the Commission on Teacher Credentialing (CTC), and to identify specific strategies that will inform and guide inter-agency collaborations to develop a state-level P-3 strategic plan.

This report reviews key features of P-3 approaches, providing common language for leaders, policymakers, and advocates at state and local levels. It also outlines a comprehensive list of state-level policy reform strategies that can serve as a springboard for ongoing deliberation and refinement in California. While many of the strategies are specific to California, other states will be able to identify relevant opportunities for their own contexts.
